On October 17, Vancouver voters will be asked whether the City should ask the Province to turn part of the old St. Paul's Hospital site into a mental-health prison, with more than 100 locked, involuntary-care beds.

Locking people up is not a plan. Vancouver needs treatment, recovery and housing, not a mental-health prison.
